What 衣 means
It preserves a distinction from Taiwan's older character code.
Unicode maps it to 衣, the Han character for clothing. The Chinese dictionary Shuowen Jiezi distinguishes 衣 as the upper garment from the lower one; modern Chinese also uses it broadly for clothing. Japanese reads it as ころも (koromo); Korean Hanja reads it as 의 (ui).
Taiwan announced CNS 11643 as a national character code in 1986 and expanded it from two to seven character planes in 1992. This form comes from Plane 6, the sixth section; Unicode retains it so conversion to and from CNS can preserve the original code distinction.
What happens when software normalizes 衣?
Normalization maps it to 衣; a variation sequence preserves the form.
The standardized sequence is 衣︀: 衣 followed by UFE00, a variation selector that requests this character shape. It survives normalization, though software or fonts without support may display ordinary 衣.

Questions people ask
1Why does 衣 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
