What 𨗒 means
Yes: Taiwan's Education Ministry lists it as a form of 霆. In Mandarin, the reading is tíng, written in pinyin, a Latin-letter guide to pronunciation.
An early Chinese character dictionary, Shuowen Jiezi, describes 霆 as thunder's lingering sound; later lexicons define it as thunder or a thunderclap. Taiwan's character-variant dictionary cites Zihui Bu, an older dictionary supplement, and traces other forms through stone inscriptions and printed books.

Questions people ask
1Why does 𨗒 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
