What 累 means
Read 累 as 累; the sentence tells you which sense fits.
In Chinese, 累 can mean being tired, accumulating, or involving someone in something; the phrase determines the sense.
The older related form 纍 is glossed as “rope” in Shuowen Jiezi, an early Chinese dictionary completed around 100 CE. Later senses of 累 include piling up, burdening or implicating someone, and being tired. 累 was retained for round-trip conversion with Korea’s KS X 1001 character set, which encoded 累 twice for different pronunciations. It preserves that old code distinction; it adds no new meaning.
Technical and archival: it preserves a legacy encoding distinction for 累.

1Why does 累 become 累 when text is normalized?
It becomes 累 because Unicode defines 累 as a compatibility form of that character. Normalization applies the rule, leaving the ordinary character but removing the separate code-point identity.
