What 都 means
It is a Japanese compatibility form of 都, not a separate modern word.
都 can mean “capital or metropolis” and “all” in Chinese; Japanese readings include miyako (“capital”) and subete (“all”). It also appears as Hanja, a Chinese character used in Korean. Those meanings belong to 都; 都 marks an encoding distinction, not another everyday word.
Compatibility ideographs were retained to allow round-trip conversion: moving text between Unicode and older encodings without losing the source form. A 2003 Oracle Japanese-environment guide lists IBM extension code FBB7 for 都. That links this form to legacy Japanese data. The Unicode date in the fact panel dates its encoding, not the much older history of 都.
Why does 都 turn into 都?
Compatibility normalization can replace 都 with 都.
Unicode normalization is a text-cleanup step that can fold compatibility forms into their unified equivalents, so it can replace 都 with 都. When the distinction must survive normalization, Unicode defines 都︀: ordinary 都 followed by variation selector UFE00.
For new writing, use 都. Keep 都 when reproducing legacy Japanese data or preserving an exact source character.
How do I type the exact form?
Enter UFA26 with your editor’s Unicode input method.
A legacy Japanese converter may offer it as IBM extension code FBB7. A blank box usually means the active font lacks the glyph; if you see 都, normalization may have changed the text.
Technical and archival in Japanese text; it usually points to preserved source data.
Use 都 in new writing; normalization may erase the distinction in 都.

Usually no. Use ordinary 都 for new text; retain 都 for legacy data or an exact source form.
Why is 都 a box in my font?
The active font may lack this glyph. A Japanese CJK font with compatibility coverage may display it.
