What 勺 means
勺 is the compatibility form of 勺, a ladle-and-measure character.
勺 is traditionally described as a picture of a handled ladle. It names the scoop, the act of scooping, and a unit of volume; in Japanese, it also names an area unit.
A Korean historical account from the Goryeo period places 勺 in a volume scale where ten 勺 made one 合, the next larger unit. The FA77 form was included for round-trip conversion with North Korea's KPS 10721-2000 character-set standard.
Why does 勺 become 勺?
Compatibility normalization can erase the code-point distinction. FA77 normalizes to 勺 , so software that applies compatibility normalization can change 勺 to the ordinary character.
The displayed shape depends on the font. Fonts used for Chinese, Japanese, and Korean text can draw the same Han character differently. If the FA77 glyph appears as a blank or box, that font lacks it; the display does not change its meaning.
It preserves a source-encoding distinction; it does not add a new meaning to 勺.
For ordinary writing, use 勺; compatibility normalization can turn 勺 into it.

1Why does 勺 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
