What 嗢 means
It is a compatibility form of 嗢, meaning “to swallow.”
Shuowen Jiezi, a Chinese dictionary completed in 121 CE, defines 嗢 as “swallowing”; later dictionaries also give laughter and retching.
嗢 lets KPS 10721-2000, a North Korean set of extra Chinese characters for Korean writing, survive conversion to and from Unicode.
Why does 嗢 turn into 嗢?
Compatibility normalization changes 嗢 to 嗢.
NFKC and NFKD apply this mapping; NFC and NFD leave the forms distinct. Text normalized with NFKC or NFKD can therefore lose the encoded distinction.
Regional CJK fonts can draw an ideograph with different local shapes; the outline can change while the stored character stays the same.

Questions people ask
1Why does 嗢 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
