What ⺱ means
It labels the net component in reference works.
A “radical” is a standard component used to organize or describe Chinese characters. ⺱ labels that component; it is not a word.
The older graph appears on oracle bones—bones and shells inscribed during the Shang dynasty in early China—and later on bronze and in seal, clerical, and regular scripts, successive Chinese writing styles. ⺱ is a later lookup form.

1Why does ⺱ show as a box on some devices?
Not every system ships a font for the CJK Radicals Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
