What ㇅ means
Its label describes a written stroke, not a sound.
HZZ abbreviates the Mandarin stroke name 橫折折: horizontal, bend, bend. It identifies one drawn part inside a Chinese-origin character, not a whole character or its pronunciation.
Why was ㇅ encoded?
It gives software a shared code for exchanging and indexing the stroke.
The CJK Strokes block began with 16 characters from Hong Kong’s Supplementary Character Set (HKSCS-2001). Their earlier codes were in Unicode’s private-use area, where meanings depended on local agreement. HKSCS-2001 dates digital encoding, not the origin of the stroke form.

Questions people ask
1Why does ㇅ show as a box on some devices?
Not every system ships a font for the CJK Strokes block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
