What ㇡ means
It marks a hooked, three-turn stroke inside a Han character.
H means horizontal, each Z marks a turn, and G the hook; 乃, 孕 and 仍 use this stroke.
Why was ㇡ encoded?
It lets software sort and index characters by stroke.
The label appears in stroke sets for simplified and traditional Chinese characters. A character-encoding proposal dated 2006-04-03 includes HZZZG; that dates the encoding work, not the stroke's origin.

1Why does ㇡ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
