What 𢹎 means
It means “to trouble” or “vex.” The Shuowen Jiezi, an early Chinese character dictionary, records 𢹎 in the Han era around 100 CE. It analyzes the character as a hand component plus 夒, used to cue the sound.
How did rǎo also mean “tame”?
Some classical contexts extend it to “tame.” During the Qing era, scholar Duan Yucai notes that some classical passages use the word that way, but treats it as context rather than the character’s basic definition.

Questions people ask
1Why does 𢹎 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
