What 𪅎 means
It is a recorded miswriting of 鵮, “to peck.” The Kangxi Dictionary (1716) cites the earlier character dictionary 海篇 and calls 𪅎 an error for 鵮. The older verb appears in the Yupian (玉篇), a Chinese character dictionary compiled in 543, and Guangyun (廣韻), a rhyme dictionary from 1008; both describe a bird pecking at food or things.
Can 鵮 mean a verbal jab?
Yes; 鵮 also means a verbal jab. Taiwan’s Ministry of Education dictionary records a figurative sense for words that mock and embarrass someone.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
