What 𪇗 means

Its earlier form was 穀; 鳥 was added for the bird.

The Kangxi Dictionary, a Chinese character reference completed in 1716, points to Guangyun and Jiyun, two earlier dictionaries organized by sound and rhyme, for the reading gǔ. It says the original form was 穀 (“grain”) and that people later added 鳥 (“bird”).

1

Why does 𪇗 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
