What 𪣲 means
Its clearest documented role is as part of a personal name.
《同州府续志》 is a local gazetteer, a record of a prefecture’s people and affairs; its biographies include 李蔚𪣲. Taiwan’s CNS11643 entry lists 𪣲 for Ministry of the Interior household-registration use and gives the Taiwan Mandarin reading miáo (pinyin miao). The entry analyzes its form as 土苗: 土 on the left and 苗 on the right. Those parts describe the written form; they do not translate the whole character.
Why does 𪣲 show as a box?
An older character set or font may not contain it.
A Taiwan household-office guide from 2014 says uncommon characters outside the Big5 set could appear as in electronic household-register extracts. It recommends checking the official document or contacting the local household office to confirm the name.

1Why does 𪣲 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
