What 𫍝 means
Read it as 谏: advice to correct a superior's mistake.
The word behind it is much older: classical Chinese texts describe a subordinate advising a ruler frankly.
The Chinese Character Reform Committee proposed 𫍝 in a 1977 draft to simplify writing and invited public comment. The State Council discontinued the scheme in 1986.
A historical proposal, not an everyday spelling.
Use 谏 in modern Simplified Chinese; 𫍝 may look obsolete or mistaken.

Questions people ask
1Why does 𫍝 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
