What 𮠊 means
It writes 鄯 in the name 鄯善.
The Eastern Han dictionary Shuowen Jiezi describes 鄯善 as a kingdom in the western regions and analyzes 鄯 as 邑, the place element, plus 善, its sound element.
In 77 BCE, Han officials killed Loulan’s king, installed his brother, and renamed the kingdom Shanshan. A Xinjiang county adopted the ancient name in 1902; it is a later namesake, not the same state.
Why does 𮠊 show as a box?
Your font may lack this glyph. Its code point is outside the Basic Multilingual Plane (the first 65,536 code points), so a font without it may show a blank or box.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
