What 𮤵 means
No; 往 is one written component. In Chinese, 往 can mean “go” or “past.” This character belongs to Sawndip, a square script used to write Zhuang; those senses describe the component, not a full translation of the Zhuang character.
How did Sawndip develop?
It adapted Chinese character forms to write Zhuang. A Song-dynasty account by the writer Fan Chengda describes square Zhuang writing used in petitions and contracts.
The script also carried ritual texts, songs, stories and family records. This glyph is catalogued in the 1989 Ancient Zhuang Character Dictionary.

Questions people ask
1Why does 𮤵 show as a box on some devices?
Not every system ships a font for the CJK Unified Ideographs Extension F block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
