What 𮧕 means
It is an old entry for vehicle gear. The Kanchiin-bon Ruiju Myōgishō, a Japanese character dictionary from the late Heian period of Japan’s history (about the 11th–12th centuries), pairs the graph with munakaki and glosses it as “vehicle equipment.”
By 1177–81, another Japanese dictionary, Iroha Jiruishō, records the evolved word munagai for the strap across a horse’s chest that steadies its saddle. A kanji reference suggests 𮧕 may be a mistaken form of 鞅.

1Why does 𮧕 show as a box on some devices?
