What 𮫄 means
It is a nonstandard form of 鬌. The Shuowen Jiezi, a Chinese character dictionary, glosses 鬌 as hair falling.
The Liji (“Book of Rites”), a Chinese ritual guide, describes cutting an infant's hair at the end of the third month, leaving a tuft called 鬌. Its commentary specifies two side tufts for boys and a crossed patch on top for girls. Dictionaries also give 鬌 the sense “beautiful hair.”
In Japanese, dictionaries read 鬌 as suzushiro: a child's style with hair left at the crown and the surrounding scalp shaved. The Wamyōshō, a Japanese wordbook, records this sense around 934.

Questions people ask
1Why does 𮫄 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
