What means
It is a rare Chinese character for personal and place names.
In 2023, it was encoded among additions tied to China's GB 18030 amendment. Those additions came from the public-security population-information character set, where rare names and place names needed reliable exchange between information systems. This gives a concrete modern role: preserving the exact written form of a name.
Its traditional-form counterpart, 𫒟, is listed as a variant of 釪. Taiwan's Ministry of Education dictionary records 釪 as the name of a bell-shaped percussion instrument used with drums; it also gives a second reading as an alternate spelling of 鏵, the blade fitted to a plough. Those are historical dictionary senses; they do not determine how a person's name is read.

Questions people ask
1Why does show as a box on some devices?
It is recent: Unicode added it in version 15.1 (2023), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
