What means
It comes from China's resident identity-record character set.
This character belongs to a 2023 set from China's Ministry of Public Security. The related population-information font was built to register resident identity cards.
If you meet in a Chinese identity record, treat it as part of a person's name; the glyph alone may not tell an unfamiliar reader how that person pronounces the name.
Why were private-use codes a problem?
Different systems could interpret them differently.
Before the Chinese standard assigned permanent Unicode positions, some characters in the identity font used private-use codes—slots whose meaning can vary between software vendors. The 2023 amendment addressed this because private-use values made records harder to exchange across systems.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
