What 𰵟 means

It is a draft short form of 谰, read lán in Mandarin.

谰言 means “slanderous words.” The draft keeps 讠, the Chinese speech radical, and puts 兰 on the right to shorten the existing form.

Can I use 𰵟 in ordinary Chinese writing?

Use 谰 in ordinary Simplified Chinese.

The plan aimed to shorten characters already in use. Its first list was tried in print; the State Council formally stopped the draft in 1986.

A historical reform spelling of the Chinese word 谰.

In standard Simplified Chinese, use 谰; the PRC stopped this draft in 1986.

Why does 𰵟 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
