What 𲍺 means
It comes from a Chinese government collection for personal names. The 2018 proposal explains that some uncommon names could not be entered in China's government population records, so local offices sometimes registered them by hand.
The older form 𬷚 appears in a work attributed to Jiang Yan (444–505), a poet who lived during China's Liang dynasty. This is a historical appearance of the related character, not a universal pronunciation for a person's name.

Questions people ask
1Why does 𲍺 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
