What 㶟 means
It names a particular river, not water in general. 㶟 is a water-name character from northern China. The earliest clear written record is the Eastern Han dictionary Shuowen Jiezi — the first systematic analysis of Chinese characters — which says the river 㶟水 rises at Leitou Mountain in Yanmen, a frontier commandery in what is now northern Shanxi, flows east to the sea, and is also called 治水.
The character is built the standard way for Chinese river names: the 氵 water sign on the left says what kind of word it is, and 纍 on the right carries the sound. The name's later history keeps the river and changes the label: it was written 桑乾水, and modern explanations connect it with the Sanggan upstream and the Yongding downstream, while noting that the ancient and modern courses are not identical.
Historical-geographic and specialist; it belongs to place-name and philological contexts, not expressive chat.
Do not use it as a generic water icon: it names a particular historical river.

1Why does 㶟 show as a box on some devices?
Not every system ships a font for the CJK Unified Ideographs Extension A block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
