What 勛 means
It marks recognized achievement. The surrounding word shows whether the focus is the deed, an award, or a title.
Why are there several forms?
The forms belong to different writing traditions. The early Chinese character dictionary 《說文解字》 explains 勳 as work done for a king and records 勛 as an older written form. A late Warring States bronze inscription already uses 勛 to commemorate merit. Taiwan standardizes 勛 and lists 勳 as a variant; simplified Chinese uses 勋, while Japanese uses 勲.

1Why does 勛 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
