What 勢 means
Force or power; sometimes momentum or the direction of events.
In Chinese, its range includes influence, circumstances, and trends. Japanese uses 勢い for force or momentum, while Korean Hanja uses it for power or force. For example, 勢力 means power or influence, while 情勢 is the state of affairs.
What does 勢 mean when sent alone?
Ask what word or phrase it belongs to. By itself, 勢 does not identify which sense is intended; it can belong to a word about power, momentum, or circumstances. Ask for the surrounding word or sentence before treating it as a reaction.
When writing it, include the complete word and, for a reader who does not know the language, a short translation. Choosing 勢 for its power sense alone may not make your intent clear.
Where does 勢 come from?
It developed through older Chinese writing.
A Han-era dictionary, Shuowen, records 勢 as 力 (“force”) plus 埶 and explains it through force and authority. Older texts used 埶, a graph associated with planting, for the word later written 勢; the component 力 makes the connection with force explicit.
Classical texts show a broader range: Han Feizi, a work of political thought, uses 勢 for power tied to a position of authority; the classic text known as the Changes uses 地勢 for the configuration of land.

1Why does 勢 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
