What 峭 means
It means steep or precipitous, then severe or forceful. In Chinese the steep sense describes cliffs and slopes in 峭壁 and 陡峭; the extended sense covers strict law, a stern manner, cold spring air in 料峭, and sharp prose. Japanese keeps the same steep and severe senses, read as shō.
峭 is built for terrain: a mountain or 阜 side plus 肖 for sound. The early dictionary tradition records 陗, later treated as a variant of 峭.
Literary: use it inside a familiar compound such as 峭壁.
Alone, 峭 can feel unfinished; 峭壁 is clearer for a cliff.

1Why does 峭 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
