What 徠 means
It means “come,” “attract,” or “comfort,” depending on its reading.
Mandarin lái, roughly “lai” with a rising tone, means “come” or “arrive”; 招徠 (simplified 招徕) means “solicit” or “attract.” lài, roughly “lai” with a falling tone, means “comfort,” “console,” or “pacify.”
來 appears in oracle-bone and bronze inscriptions as a grain drawing, later borrowed to mean “come.” 徠 adds 彳 (the walking component). The ancient Chinese history Book of Han uses it in 氐羌徠服, describing the Di and Qiang peoples coming to submit.
