What 徽 means
The surrounding characters narrow the kind of sign. 徽章 means badge; 校徽, school emblem; 国徽, national emblem.
An early Chinese character dictionary, Shuowen Jiezi (compiled c. A.D. 58–147), defines 徽 as a leg binding or cord. It describes 幑 as a red-silk banner worn on the back. Later texts use 徽 for flags and “admirable.”
On its own, 徽 sounds literary; modern Chinese usually puts it in compounds.
In classical writing, “emblem” may be too narrow: 徽 can mean a leg binding or cord.
