What 盡 means
It means “use up,” “finish,” “all,” or “to the utmost.”
The Shuowen Jiezi, an early Chinese dictionary, glosses 盡 as “a vessel empty inside.” Early forms appear in oracle-bone inscriptions (writing on bones used for divination) and inscriptions on bronze objects. From the image of an empty vessel come senses such as exhausting a supply, reaching an end or limit, and giving all one's effort; in literary writing, it can also mean disappear or die.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
