What 籌 means
It grew from a counting tool into a word for planning.
An early Chinese dictionary defines 籌 as a bamboo arrow used in 投壺, an old game in which players threw arrows into a pot. The character also named counting rods; counting developed into calculating and making plans.
In modern Chinese compounds, 籌款 means raising funds, 籌備 means preparing, and 籌碼 can mean a chip or bargaining leverage.
How did counting rods lead to planning?
Counting tools gave 籌 its calculation sense.
Ancient Chinese counting rods were arranged on a board in different positions to represent numbers for calculation. A history of Chinese mathematics reports their common use by the fifth century BCE and its earliest cited archaeological remains from the second century BCE.
That account suggests the rods may have developed from even earlier sticks used for fortune-telling. In Japan, Chinese counting rods are called 算木.
