What 翆 means

No: 翆 is a variant form of 翠.

翠 named the kingfisher and its feathers before it named blue-green colour. The oldest evidence surfaced here is a Warring States bronze form of 翠.

Look at the lower half: 翆 has 卆 where 翠 has 卒. Keep 翆 only when you are preserving a spelling; otherwise use 翠.

Why does 翆 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
