What 观 means
It concerns looking, or a person's view of something. 景观 means a landscape or scene; 观点, a viewpoint; 观念, an idea or conception. Translate the whole word rather than giving every 观 the same equivalent.
三观 concerns beliefs: views on the world, life, and what matters. If someone says 三观不合 about the two of you, read it as a mismatch in outlook—not a disagreement about what you can see.
What does 观望 mean?
It means following developments without committing to action yet. In a plan or negotiation, the writer is taking a wait-and-see position. Do not count it as agreement to join in.
Describing your own 观望 may explain caution; describing someone else's in an argument may criticize their reluctance to help or choose a side. 袖手旁观 is sharper: standing aside while others handle the problem.
Why are 观, 觀, and 観 different?
They reflect different Chinese and Japanese writing conventions. 观 is simplified Chinese, 觀 is traditional Chinese, and 観 is the modern Japanese form.
Match the surrounding text, not your favorite shape. These are historically related forms, but they are distinct typed characters—not decorative alternatives.
观 itself is not a mood or reaction: the Chinese word containing it supplies the tone.
In a disagreement, 观望 may sound like withholding support.
