What 譨 means
It means talkative or wordy, chiefly in 譨譨. A poem in the Chinese anthology Songs of Chu (《楚辭》) uses it for officials’ speech; the story collection Strange Tales from a Chinese Studio (《聊齋志異》) uses it for someone speaking with a child. The poem sounds critical; the story is neutral, so the scene sets the tone.
Taiwan’s Ministry of Education Dictionary of Chinese Character Variants, 2024 edition, lists 《九思·怨上》 in 《楚辭》 as its earliest citation for 譨 and notes that the early dictionary 《說文》 does not include it. That is the earliest citation in this entry, not a date of invention.
Literary and descriptive; 譨譨 labels wordy speech, while the scene supplies the judgment.

1Why does 譨 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
