The dictionary glosses it as “to demand or require”; later records also give senses such as “deceive,” “strange,” “break a rule,” and “hide.”
The word usually has a negative edge, from deception to something unsettlingly strange.
Don’t read 诡 as referring to a ghost; that meaning belongs to 鬼.
