What 鄭 means
By itself, 鄭 names an ancient state and serves as a surname.
The state's traditional history begins when King Li of Zhou granted territory to his son You. After the Western Zhou dynasty fell, the state moved east to Xinzheng; descendants later used its name as a surname. A late Western Zhou bronze inscription used 奠 to write the place name.
Why does 鄭 appear in a name?
It identifies a family name, not a personality trait.
Mandarin pinyin, the standard romanization, reads it Zhèng, with a falling tone. In Korean, the same Hanja character—one of the Chinese-derived characters used in Korean—writes the Hangul surname 정, commonly romanized Jeong. South Korea's 2015 census lists Jeong (鄭) among its ten most common family names. Japanese historical texts read the ancient state as てい (Tei); that is not the Korean or Mandarin reading.
Is 鄭 the same as 郑?
Yes: 郑 is the mainland simplified form of 鄭.
The two forms carry the same name and state identity; 郑 marks mainland simplified writing. In compounds, 鄭重 means earnest or solemn, 鄭氏 can name the Zheng lineage or ruling house, and 鄭國 is the ancient state.
Formal and name-bearing. Alone, 鄭 identifies a family or historical place; its surrounding language helps determine the reading.
Read the “solemn” sense in 鄭重, not from 鄭 alone.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
