What 頁 means
Today, it means “page”; “head” is the older sense.
Surviving oracle-bone examples date to about 1250–1000 BCE. Oracle bones were animal bones or turtle shells used in ancient divination. The examples show a person with the head emphasized; later bronze, seal, and clerical forms reshape the drawing. Early records use the character for “head,” including in descriptions of ritual bowing.
頁 and 首 began as the same picture of a head. The page sense is linked to 葉 (“leaf”): a leaf is a thin sheet, and that sense extended to book pages.
Why does 頁 appear in page words and head characters?
Language and its place in a word tell you which sense is active. In Chinese, 頁 is the traditional form and 页 its simplified counterpart; both mean “page.” In characters such as 頭, 頸, and 額, 頁 retains an older association with the head. In 頁碼, 書頁, and 網頁, it marks a page. Different fonts can draw its strokes differently without changing the character.
Japanese books once counted folded sheets with 丁 or 葉. Dictionaries record 頁 used as a page counter in 1807 and the older Japanese syllabic spelling ペーヂ in 1893.
What does 頁 mean when someone sends it alone?
A lone 頁 usually points to a page.
Read it as a page label, page number, or sheet when it appears by itself. Switch to “head” only when the surrounding text is classical or about character structure.
In Japanese, 頁 writes the loanword ページ; ページ is the ordinary spelling.
Outside classical or character-study context, read a lone 頁 as “page,” not “head.”

1Why does 頁 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
