What ⳻ means
It marks the question inside a report. In “She asked whether he had arrived,” the embedded question is indirect, so Old Nubian ends it with ⳻; a direct question takes ⳺.
Old Nubian was a medieval Nubian language. Its alphabet adapted Coptic letter forms, which came largely from Greek, and added signs from Meroitic, an earlier Nubian script. The first attestation of the Old Nubian alphabet dates to 797.
Some Coptic editors used a semicolon to mark questions; ⳻ is specifically an Old Nubian mark for indirect questions.

1Why does ⳻ show as a box on some devices?
Not every system ships a font for the Coptic block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
