What ऴ means
It writes Tamil and Malayalam ḻa in Devanagari.
Tamil ழ and Malayalam ഴ are the corresponding source-script letters; “zha” is a Latin label for ḻa.
Old Tamil-Brahmi used a separate ḻa sign. Surviving records date from the third century BCE–first century CE; those dates describe that tradition, not ऴ.
