What ळ means
It marks a voiced retroflex L, with the tongue tip curled back.
In Marathi, this curled-back L has its own spelling; replacing ळ with ल removes a contrast that can change pronunciation. Marathi examples include माळ, शाळा, वळण, बाळ, खेळ, and वेळ. Devanagari Konkani also uses ळ.
Where did ळ come from?
It developed through regional script adaptations, not as a one-off invention.
The earliest uncontested LLA sign reported in a Brahmi-derived script appears in Tamil-Brahmi, used for Tamil inscriptions; Tamil-Brahmi's advent is dated to the middle of the third century BCE. Its form added a hook to Brahmi's letter for L, giving Tamil a distinct sound sign. Northern Brahmi later developed a different LLA from its letter DDA, a curled-back d sound; readings of some inscriptions associated with Ashoka remain disputed.
Across Vedic and Classical Sanskrit, its role changed: Vedic Sanskrit used this sound between vowels as a pronunciation variant of ḍ, the curled-back d sound. The retroflex lateral is absent from the regular Classical Sanskrit inventory, though later grammatical evidence makes that boundary less clear. Devanagari developed from Brahmi through later stages. Other Brahmi-derived scripts have related letters for retroflex L: Tamil ள, Telugu ళ, Kannada ಳ, Malayalam ള, Gujarati ળ, and Odia ଳ.
A language-specific letter used in Marathi and Devanagari Konkani for the curled-back L sound.
In Marathi, replacing ळ with ल loses the sound distinction; ड़ is a different consonant.

It can. Different fonts and apps draw Devanagari letters with different outlines; a changed outline does not mean a different letter.
