What ဠ means
It writes the Burmese l sound.
In စကြဝဠာ (“universe”), it appears in a Pali loanword; ordinary Burmese uses လ for the same sound. Pali is an old South Asian literary language. The Myanmar script grew from Brahmi, an ancient Indian script, through a related script brought from South India to write the Mon language about the eighth century. The first known inscription in this script is from the eleventh century; the c. 1112 CE Myazedi inscription records four languages: Old Burmese, Old Mon, Pali and Pyu.

Questions people ask
1Why does ဠ show as a box on some devices?
Not every system ships a font for the Myanmar block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
