What ❷ means
It marks the number two. In a sequence, it labels the second entry; alone, it names the numeral but leaves what is being counted unstated.
Can ❷ work as a list marker?
It turns a numeral into a compact bullet. Enclosed digits were originally intended as numbered bullets. This form belongs to series 100 of ITC Zapf Dingbats, developed during 1975–1978. For a long or frequently changed list, built-in list formatting is easier to rearrange.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
