Double Low Line

8/69

The double underline character ‗ is a typographic mark in its own right, rather than an effect applied to a word. Its similar-looking relative ̳ is a combining mark, so it joins to text instead of standing on its own.

Text symbol

What ‗ means

No. ‗ stands alone; ̳ attaches beneath text.

Unicode calls ̳ COMBINING DOUBLE LOW LINE and also lists “double underline” and “double underscore” as its names. It can connect beneath neighboring letters; ‗ is a spacing character, not an underline effect for surrounding text.

1

Why does ‗ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
