What ‾ means
It groups or marks the text below. In math, this grouping bar is a vinculum; it marks repeating digits, means, complements, or conjugates.
Ancient Greek writers put lines over letters used as numbers. Latin manuscripts used overlines for abbreviations and to multiply Roman numerals by 1,000. Medieval Indian decimal writing put an overline above the units digit to separate whole and fractional parts. Arabic-script typography also uses overlines for emphasis.
Why won't it span a word?
It is a spacing character. It does not attach to the previous letter. Text formatting or a sequence of combining overlines can span a phrase.

3Questions people ask
1Why does ‾ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
