What ﹌ means
It adds emphasis to horizontal Chinese text.
Its compatibility history is tied to CNS 11643, a Chinese character-set standard. Unicode describes the overline and underline forms as emphasis marks for horizontal Chinese text.
Taiwan's 2008 publishing guidance lists the related low-line form ﹏ as an older book-title mark. Mainland China's 2011 standard favors angle brackets 《》 and 〈〉 for titles; these conventions do not make ﹌ a title mark.
Its typographic role is clear; a sender's intended tone depends on the message.
As a spacing mark, it will not draw a line over neighboring letters.

2Questions people ask
1Why does ﹌ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
