What ↧ means
Unicode 1.0 called it “DOWN ARROW FROM BAR.” Unicode 1.1 lists “DOWNWARDS ARROW FROM BAR.” The wording changes how the direction is phrased; both names describe the same arrow from a bar.

1Why does ↧ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
