What ↥ means
The bar marks the starting point: “maps to”, pointing up.
Mathematicians write x x², read “x maps to x squared”: the barred arrow says which value a rule sends each input to. ↥ is the same idea turned to point upward, along with (left) and (down). A vertical form can come in handy in a diagram where one element sits above another, so the arrow has to run up the page.
Formula software treats it as a math operator: the web standard for formulas, MathML, can stretch it vertically to fit a tall diagram.
I saw ↥ outside a math text. Does it mean anything?
No standard meaning: read it as “up from here”.
Away from formulas, ↥ is just a picture of an arrow leaving a line and going up, and it means whatever the surrounding text or app makes of it. If you only want to say “up”, the ordinary is the clearer choice, because it is the arrow readers expect.
