What ዿ means
No; the doubled d distinguishes the name, not the sound. Unicode doubles letters in some Ethiopic names to keep similar syllable labels distinct. The language and word determine the sound.
Where did the Ethiopic script come from?
It grew from an alphabet used for Horn inscriptions. Old South Arabian, an alphabet, was its ancestor; it appears in Horn inscriptions by the eighth century BCE. Adapted for Ge’ez, an older regional language, it became a left-to-right syllabary with vowel marking around the fourth century CE. The script later served Amharic, Tigre, Oromo, and other languages.

1Why does ዿ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
