What ጋ means
Use a phonetic Ethiopic keyboard; Keyman maps ga to ጋ.
Keyman's Modern Ge'ez layout is one option. Ethiopic, also called fidel, has other keyboard layouts with different key sequences; Unicode doesn't specify keystrokes. Fonts can draw the same encoded syllable with different outlines.
What sound does ጋ represent?
It represents the syllable “ga” in Amharic, not a standalone idea.
Ethiopic writing is used for Ge'ez, Amharic, Tigre, Tigrinya, and other languages. It is a shared writing tradition; the language around ጋ determines how the syllable is read in a word.
South Arabian writing was used for funerary, religious, and administrative inscriptions; the Ethiopic tradition developed from it. The earliest known Ethiopian-alphabet inscription is from Dakhanamo in the first millennium BCE. Around the fourth century CE, vowel marks turned the inherited consonant script into a syllabary—a writing system where each sign represents a syllable—for Christian Ge'ez writing. The script was later adapted for Tigre, Tigrinya, Amharic, and other languages.

Questions people ask
1Why does ጋ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
