What ሇ means
It represents one written syllable in the Ethiopic h-series. The series keeps one consonant while its vowel changes; ሀ, ሁ, ሂ and ሆ are other members.
Ethiopic writing developed from Epigraphic South Arabian script. Its earliest known inscriptions are pre-Aksumite; an ICANN report dates them to the 8th century BCE. The script first served Geʽez, then Amharic, Tigre and other languages.
