What ᎂ means
Type muie in the GFF Sebatbeit keyboard. This phonetic layout maps that sequence to ᎂ; it is specific to this keyboard, not a general Unicode shortcut.
Is ᎂ the old or modern Gurage form?
ᎂ is the legacy form; 𞟮 is its modern Gurage counterpart. The earliest printed M-series form described in the orthography history dates to 1966: Sahle Selassie Berhane Mariam and Wolf Leslau added syllables with an m sound made with rounded lips to represent Gurage sounds absent from the established Ethiopic inventory. The M-series groups Gurage syllables that begin with the m sound.
By 1977, a locally developed revision had brought these letters into Gurage religious publishing. A 2021 proposal uses Sebatbeit for the older publishing label and Gurage more broadly; it maps this legacy syllable to 𞟮 in modern Gurage. Older fonts and publishing workflows could render these rounded-lip syllables as a base letter plus a separate mark, so older print may not show one dedicated character.

1Why does ᎂ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
